Access to the LTZ

Persons with reduced mobility equipped with a special permit for circulation that would like to enter the LTZ have to communicate in advance the licence plates of the car’s used ( maximum 3 to be indicated filling in the foreseen form).

In absence of the owner of the permit on board of the vehicle it is possible to contact the number of the Municipality of Rome +39 060606, and announce that one is entering the Limited Traffic Zone using the permit in absence of the disabled person.

With the same phone call the licence plate can be communicated with which you want to enter the LTZ ( if it has not already been communicated to the Rome Mobility Agency by the reduced mobility person holder of the permit and therefore already in the list of the authorized) and to obtain the authorization to circulation in the areas in which the limited traffic is in place.

The system allows with one phone call to manage the communication of the use of a special permit for circulation without a handicapped on board of the vehicle and the request for authorization of circulation in the Limited Traffic Zone. The same system facilitates the checks of the agents of the Municipal Police on the correct use of permits.

Restitution of Special permit in the event of death of permit holder

In case of death of the special permit holder, the existing legislation foresees the restitution of the permit, from the heirs, within 30 days after the day of the death of the permit holder.
The restitution of the permit can be done;
Directly at the Public Counter of the Roma Servizi per la Mobilità, presenting the following documentation:

• signed declaration to return the permit, the cause of death of the owner, stating the date of death ( it is possible to attach the death certificate);
• original special permit for circulation
• copy of the identity card of the person that gives back the permit

Access to public transport services

Already some years ago the Municipality of Rome has taken up the commitment of an constant and progressive improvement of the conditions of accessibility of the means and infrastructures of the public transport, so also people with reduced mobility can make use of it autonomously and in a safe way.In 2006 a Memorandum of Understanding has been signed with the associations of the visually impaired associations UIC and ADV for the independent accessibility and usability of the citizen mobility services. Fully consistent with this path, the Communal Administration together with the companies of the tpl and all kinds of Associations for the persons with reduced mobility, is evaluating modality and instruments to use for a progressive improvement of the accessibility and the usability of the installations, means and structures of urban mobility.

Cost of the permit

• For the issuing of the permit with a legal medical certificate certifying the reduced mobility for at least a period of 5 years or permanently, the cost of the permit is € 5,16 ( administration costs) + €1,00 fixed rights;
• For the request of renewal of a permit , issued in the past for a period of at least 5 years the amount is €5,16 ( administration costs) + €1,00 fixed rights;
• For the issuing of the permit with a legal medical certificate certifying a reduced mobility for a period less than 5 years, the amount of the permit is €5,16 ( administration costs) + €1,00 ( fixed rights) + 14,62 ( tax). On top of that it has to be accompanied with a tax mark of €14,62.
• To renew a permit with validity less than 5 years, in case a legal medical certificate certifying the reduced mobility for at least a period of 5 years or permanently is produced, the cost of the permit is € 5,16 ( administration costs) + €1,00 fixed rights.
• To renew a permit with validity less than 5 years, in case a legal medical certificate certifying the reduced mobility for at least a period of 5 years is produced, the amount of the permit is €5,16 ( administration costs) + €1,00 ( fixed rights) + 14,62 ( tax). On top of that it has to be accompanied with a tax mark of €14,62.
• In case of a duplicate of a permit with a validity of 5 years or permanent, in case of deterioration, change of residence, theft or loss, the cost of the permit is € 5,16 ( administration costs) + €1,00 fixed rights.
• In case of a duplicate of a permit with validity less than 5 years, in case of deterioration, change of residence, theft or loss, the cost of the permit is € 5,16 ( administration costs) + €1,00 fixed rights + € 14,62 (tax). On top of that it has to be accompanied with a tax mark of €14,62.

The application’s of issue of the permit’s for disabled persons can be presented at:

• at the office ASL of your district through the legal medical that issues the medical certificate.

• In case the request is presented at the Roma servizi per la Mobilità, the payment of the administration cost and the tax can be done directly at the Public Counter with the same modality:
• by bancomat;
• by bank transfer on the postal bank account nr. 47172002 of the Municipality of Rome ROMA CAPITALE Dipartimento Mobilità e Trasporti - Ufficio Permessi Centro Storico

For the request of renewal or duplication of the permit, it is obligatory to present the old permit or in case of theft or loss, the declaration of theft /loss have to be presented by the permit holder. In the declaration of theft as well as in the declaration of loss, the number of the permit has to be expressly mentioned.
The authorization of the privacy law have to be signed by the person who is requesting.

In case the request is been done by a delegated person, it is necessary to have a written delegation and a copy of the identity card of the delegated person and the holder of the permit.

To be able to obtain the special permit for circulation for disabled persons, the one who requests, apart from declaring their own responsibility for the personal data, has to present one of the medical certificates issued by the legal medical of their own ASL office.
    
The validity of the permit will be determined based on the validity of the legal medical certificate, adding 45 days for the holders of the certificate ‘della capacità di deambulazione’ for a period less than 5 years.

To be able to obtain the renewal of a special permit for circulation for disabled, in the past issued with a validity of 5 years ,  it is necessary to present a medical certificate of  your own doctor, contesting the persistency of the disability.
